Gallery 3 was developed with simplicity in mind. If you are coming from Gallery 2, you'll notice that the permissions system in Gallery 3 is a lot more simplistic. You can apply permissions to groups at the album level.
To edit permissions, be sure you're looking at an album and select the Album options > Edit permissions drop down menu.
To create a group, select the Admin > Users/Groups drop down menu.
In Gallery 3, you cannot create "hidden islands", where the parent album is hidden and the child album is visible.
